FRANKLIN TOWNSHIP — A toddler is dead after he drowned in a pond in Carbon County. It happened Monday on a property on Long Run near Parryville. State police say his parents noticed their son, one-year-old Leo Clements, was missing from the room where he’d been watching TV.
